Kei & Yuri did have limited psychic powers in Haruka Takachiho's original novels. That characteristic was removed from all of the anime adaptations.

Kei & Yuri are still espers in the anime -- in the very beginning of Affair on Nolandia, they touch hands and experience a clairvoyant vision, just as in the novels. The EN subtitles make it less clear than the JP subtitles but it's just as described as in the LNs.
